You can call DMV or go to the office with old license, 2 forms of ID (passport, birth certificate, social security card, etc...), and a bill if your address has changed. Be prepared to verify why you haven't renewed your license.

That is a question for DDS they do do DL here. But I do you will have to retake the driver test.
