Yes. The rental folks tend to be there when a ship comes in, but it is spotty. It is a small hanger and very folksy, think the show Nortern Exposure. Very nice but no guaranties. Best bet is to call ahead. Hertz was one if memory serves. I think there was another, but do not recall. The rental folks do not have offices. They had portable booths in the hanger.
Make sure you bave a reservation. There are a limited number of rental cars available.
Hertz is the only major in town. They are about a quarter mile away, I would have a reservation before you get there.
We took the train to Anchorage and loved it. Don't know about car rentals.

We took s train to the terminal. SilverSeas refused us boarding & left us. No car rental $350 cab ride back to Anchorage
Yes, however they are not always available.
I don't recall. It was very basic and isolated. The smallest terminal i have ever seen. We took a tour and dropped us off at our final destination.
