There are customers from the neighborhoods that are taking the Safeway shopping carts off of Safeway's property and back to their neighborhoods. Is Safeway ever going to put locks on the shopping cart wheels?

That's a question for Safeway. And they definitely need to put locks on the wheels or something because I'm tired of seeing carts in my neighborhood

Also they need keep more than 2-3 cashiers open, the lines are always long and they lack of customer service skills
