From my research for PVC pipe cutting (not first-hand experience), Lowes doesn't have to help you cut the PVC pipe. However, if you go there when it isn't busy and you are nice and polite to the associate, they might help you cut it - but they won't do a lot of cuts, so one or two would be okay.
