Any day Monday -Thursday in the early morning. They open at 7:30AM so I suggest being there at that time to about 9:00AM. It's least crowded and lines are shorter. Do NOT WAIT FOR THE WEEKEND. You get rushed, it's busy, and they become less helpful.
