Joyce I'm pretty sure you would qualify. Check out home inc that's one place they can explain different avenues. You have to be persistent to accomplish this, just letting you know. Try community bridges, Terros from what I heard are giving out vouchers right now..check anyplace that says they help people that is how I finally accomplished it.
