My dog got into my neighbors yard and bit there dog. It died and animal control wants to put my dogs to sleep. They gave me 10 citations and said each would be $1000. If i let them take my dogs they would lower to 100. Is this tru?

I would call and talk to someone at the shelter, maybe call the city, not to sure who you would talk to, Google it.
