I just spoke with a dispatcher named Davis who told me that reponding to an animal in distress (animal is caught and in a cage at my house, outside and the temprature is currently 44) is only within operating hours and not 24 hours. Is that true?

Yes I found a beagal at my apartment complex I kept him over the weekend till I managed to get him to the shelter myself Monday morning
