I recently moved and my ID has my old address (doesn't expire til 11/2019) but I have an ID update card from PennDOT. Would I need to renew my ID first or would the update card & the other proof of address info enough?

I would update drivers or non-driver license get a passport photo done like at Walgreens need 2 forms proving address, license and PECI OR PGW BILL

There is no law that requires you to update your address on the permit. You can come into the office with you address update card and we will update our records so that you can be notified 60 days before it is time to renew. If you wish to have the new address on your permit there is a fee of $25.00.
