Yes they do, is best to have it printed. You can try going without the card, sometimes they can search in the system for you. You can also call your insurance company and have them email you a card and you can show them your phone

It is also acceptable to have it on your phone for registrations and title changes. Not acceptable for temporary permits (must be printed out, e-mailed into office, or faxed).
