Form 130-U, the title to the vehicle has to be signed properly, ID/DL or passport, insurance in the name of the person who's name the car is going into, a new inspection is needed if the registration is expired. Otherwise the person can do title only, but will not be able to drive the car legally unless they get a permit.
Ask the person at the information desk, they should give you some paperwork to fill out for that
