Yes, and you'll have to contact the Harris County main help line and they will contact tomball to schedule you. It's a pain and when you arrive you have to have a mask and they will take your temperature before you can enter the building.
Yes, you will not be allowed entry there if you don't. It took me only 13 minutes to get in and out with an appointment.
