There is not a New Year's Eve event train, but there is a train on New Year's Eve that will take you to the Fort Worth Stockyards. The train leaves Grapevine at 1pm and arrives in Fort Worth at 2:15pm. It then leaves Fort Worth at 4:15pm and arrives back in Grapevine at 5:45pm. It's the same train used for events, but it won't be decorated. Tickets are $26 or $18 depending on whether or not you want to ride in an open or enclosed train car. If it's a cold day, you will want an enclosed car (those are the ones with heat).

I don't have the answer to that but I know they have a polar express ride before Christmas,however, the tickets have to be purchased almost 2 months ahead of time .
Some restaurants could be ooen but rides probably before midday.
