If her father is at North Lawndale ATC, then you send the letter there. If he's at Stateville, then you send the letter there.
If he is still at Statesville and will be there for a while then send it there. If you know that he will be going to the North Lawndale center soon then you can send it there. My best advice is to wait and see where he will be placed before sending the letter because sometimes it takes a few weeks for the inmates mail to catch up to them when they are moved from one place to another.
