As far as I know hun, and I'm only going to base this on my experience is that it is a wildlife refuge. I had found and brought this pigeon there once,they said they'll take care of it and that was the last I've heard from them on that issue. Hope this helps.
Yes, you can take your pet there as long as you pick up after them, of course. 😉
