How do you get help with your apt owner who will not fix your AC properly?

I need help also I'm being forced to move from where I have been living and paying rent for 11years.Now the landlord don't want to except my rent for this month because I called the Code Compliance people on him because he doesn't fix anything in my house, I have mold,Windows need fixing just need to be UP graded. I'm 59 and I'm on dialysis 3 TIMES A WEEK,Oh and I don't have any hot water because need another hot water heater. I don't KNOW who to talk to I called Channel 4 but they haven't called back. Can you HELP!!!MEMEDICAL
