I found this new born kitten. I think he might be like 3 weeks old, his eyes are open and he can walk a little bit. Can i take him here to ask about how i can feed him and take care of him?

No. They are geared for high-volume spay/neuter/vaccination services only. SPCA may be a good option for you. In the interim, you can find kitten formula at pet stores; do that for a while. With my rescue, I then switched to soft food. Then, after a cpl weeks, i switched to a hard food softened with water (I recommend Orijen cat food). Allow kitty to eat this, then gradually decrease the amount of water you're adding to the soft food. That's what worked for me.
