You CAN. But do your research. Check out the Forbes list of top employers and things like that. At 16 a lot of companies will offer things like tuition assistance, guaranteed work over school breaks and higher minimum wage. They may be a great company, but don't confuse your first option with your first choice.

Yes I believe 16 is the minimum age required. If you call the store you are interested in working at and ask for the administrative assistant they will be able to direct you further.
