Because the city can only afford to have 2 out of 17 library branches open 7 days a week.
Many smaller branches are closed a second day during the week. 18th Street and Highland is one open Friday. Check the website for each branch's hours
Not sure, but it is. I would ask the librarians. My guess is saving money.
