If it's absolutely no bigger than 4.5" x 6.5" it's allowed at most events. Storage lockers are not always available, so don't count on them. If the bag is not within the allowed parameters you would have to take it back to your car or dispose of it. Each event may have different rules as they are often set by the entertainer .... they may say NO BAGS.
No, they will make you rent a locker or put back in your car. I took a wrist bag and they were ok with that
