It can be tricky, at the pool they add gratuity for groups of 5 or more but dont really say hay 18 percent is already added in. They just let you happily tip on top of that after a day of drinking at the pool. Luckily we caught this so we were ok. Oh and it says service fee and not gratuity but it goes to the server. So yeah it's a scam. Sorry.
No. No server/bartender/maid has ever asked us verbally for a tip ever. But we do tip them when we enjoy their service. If you are a large party, and gratuity is added by default, it is up to you if you would like to tip more. If you feel like you have been scammed and have proof, perhaps reach out to management.
I think that only happens with room service, eg they build in a tip and then gives you room for another tip. Fairly common at 5 star resorts but annoying. Otherwise no
