My son just moved here to joplin from another state and he needs to get an id what does he have to bring to the dmv

I moved here about a year ago. It took forever to get my ID. He needs mail with a Joplin address. It has to be a bill. They would not even except mail from me that was MO state madicaid. He needs a birth certificate a.d SSC if he is getting an ID not a license it's 18 bucks
