So once it’s dried out do you put it in the trash can or set it on the street next to the bin?

Yes, they take oil based paint, and chemical based paint. They do not take latex paint. You can put that out for pickup, but you must make sure it's hard/dried. So mix it with oil dry, or Kitty litter. If it is not dried it will not be picked up.

They individually inspect each item and they will leave any non-conforming items in your car. No latex paint.

They only except oil based paint if it's lay6tex you're supposed to let it dry out and throw it out
