Call the emergency line. You'll have to keep calling till you get a hold of someone.
I got my passport expedited a month ago. I tried the email on the website but no response. The only way I got an appointment to expedite my passport was by calling the hotline. But I was on hold from 8:30am until when they answered my call 3 hours later at 11:30am. I suggest calling the hotline again and be prepared to be on hold.
