I'm betting they are getting it free from Harvesters, which is a food outreach program. Very unethical, but legal. The rules to sell at the FM ought to be that produce sold should be home-grown, but maybe it does. I think ingredients for anything homemade, like jelly, could be store-bought. Maybe start asking booths where they get their produce.
Legal, sure. Ethical not so much. Consumers beware.
