It depends. Colonial has all of the parts for a replacement. If you have a service agreement they will come out and replace it, if not, you can still have them do it, or you can do it yourself.
Give Colonial Flag a call and see how they can help. They should be able to help with that. If you have no warrantee with your flag pole I am sure that there is a local handyman that could help you get it fixed.
