Title 4 USC Chapter 1. 7 c states that no other flag shall fly higher than the flag of the United States. There for if the US flag is at half staff, all other flags, (state, city, company, or other organization) are also to be flown at half staff. Hopefully that will answer your question!
Yes, the state flag must be lower than the American flag. Just remember when you put the flag at half staff, you must raise the American flag all the way to the top and then lower it to half-staff.
