I live in California and I was eating at an outdoor burger joint when i saw a man from Utah beating his dog. I have his license plate number but i have no idea where he is from, unfortunately. Is there anything you can do about this situation?

Call your local animal control/humane society/police department and report it. While a person is traveling they must abide by the laws of the state they are currently in.

Try contacting the state attorney general's office.

Call your police department and ask what you or they can do... If no answers call slc police department and tell them you saw someone with the plate number you wrote down beating their poor dog dog😣... 😟
