Do you have to be staying at the shelter to take part in case management and/or the housing programs? Could we be staying with a friend (not at the shelter) and still get housing help?

You don't have to be living at the shelter to take part in our housing programs, however, in order to qualify for them. Many of the programs are under HUD statutes. These statutes require that you are to be literally homeless i.e. living somewhere not meant for human habitation.
