First, you need to be a vet, or current service member Next, you need a valid Maryland driver's license OR if you are here in Maryland on duty, you need your orders that place you in Maryland, if stationed in Virginia, but living in Maryland under a out of state then you need a proof of residency to supplement your CAC card. This is for buying a handgun, long gun, you just need a valid driver's license. Lastly, if purchasing a handgun, you need to fill out a 77R from the Maryland State Police website, upon completion you will receive a Application and Pin number, which you must bring in with the above documents. The serial number of the desired handgun is added to the application at the Exchanges gun counter, and you'll pay a 10 dollar transaction fee, doing so starts the 7 day wait period. On the 7th day, you pay for and pick up your handgun. You'll be walked out to the main entrance, you may not walk around the exchange with your new firearm purchase
Ensure you have your Maryland HQL and then you must complete 77R application which is approved after about 5-7 days if no hiccups. Of course you would have to have commissary privileges to shop.
You have to have a Maryland driver license, be able to shop in exchange and have a clean record
