Because parkways were created as a way to get federal funding for local roads. A provision of the law let states get government funding for roads within state parks. Robert Moses then built roads connecting the state parks on LI, and made 10ft on either side a state park, so technically all parkways are within state parks. This is why you get pulled over by a state trooper on LI parkways. Conversely, before suberbs driveways were exclusively the providence of the rich, and were typically much longer than we see today, thus requiring more driving.
