I'd recommend an Uber. Parking is crazy and traffic is usually insane. If your intention us to hit Sobe a lot, I'd suggest staying in South Beach and just walk from place to place.
It depends. In your own car and few traffic 20-25 minutes. In taxi $25 and maybe a little more. And if you get a bus could be around 1 hour.
