Yes but take with you food and a lots of patience
If you make an appointment, you can go on the day of your appointment take your old passport, your ID and Mexican Birth certificate and you can get it renewed that same day. Takes about 1 -2 hrs depending how busy it is. You must have an appointment thought and you must have the new mexican birth certificate.
