From ODFW: Crabbing is now open from Cape Blanco, north of Port Orford, to the Columbia River. This reopening of the recreational season applies to crab harvested in the ocean and in bays and estuaries, and on beaches, docks, piers, and jetties.
Yes, use D dock first.
You can Crab off the dock or in the Bay all year unless they have a closer for safety from bad condition for crab or shellfish from bacteria or other contaminated water
