You would have to inquire about this with St. Louis County, they are the owner of the airport. There are also several FBO/flight schools/US Customs/FAA/etc. on the field you will have to apply to each business/agency. Airports are a lot like small towns, you can work for the airport (typically owned by a local municipality), or the businesses on airport.
