When you upgrade to a plus card, does a purchase that has not shipped get the benefit of the plus card?

No it has to be purchased w plus

It should apply as soon as you make the purchase. I downgraded from the Plus card because we didn't use it enough to Warrant the extra expense for the Plus card. But I ordered something on year before last and it did apply
