Yes, but it wouldn't be my first choice to take children. Oak steakhouse in my opinion place would best be reserved for romantic/business dinners. It's too pricey for kids anyways. A great place for adults a filet mignon.
Relatively formal environment but no reason kids would be unwelcomed.
