No it's 36$ to renew or get a new license for a class C. If it were to be a class A it would be 78$ for a new license and 46$ to renew. Make sure you take the birth certificate and a proof of address and have them at least know their SSN. If they want the real ID on the drivers license you need to have two proofs of address birth certificate and the social security card. Also make sure they have their drivers education certificate that the passed the course either in class or online. Otherwise they won't even process the application.
