You may have to return it to Cox.
you may just need to program it. you can find the instructions online. make sure you read the instructions pertaining to that particular remote bc they all work differently. the exact model of the remote is printed on the back.
I actually unhooked all wires, waited a few minutes and hooked it back up. If that doesn't work take it back.
If it's not lighting up return it
If its not even lighting up, its a dud. Return.
