From my understanding, this is SOP on the East Coast. I'd assume that your request was simply forgotten because it's unusual. Don't know why they said it's policy.
Ok! Well I would suggest you find the email address or phone number to their corporate offices and let them know. I have no idea why they couldn't do it for you, but it may just be a company policy. But contact them and ask them direct. At least you would know for sure and decide if you want to continue going there.
