MCAS has not put any dogs down unless medically neccessary from a vet in the last 3 or 4 years. They do really great about finding homes and rescues. You can drop a dog off that was found just had to go thru it awhile back. MCAS is awesome. Its nothing like it was years and years ago.
I am not sure if the animal shelter is full or not I am not sure about putting them to sleep my niece works there and I usually go there to get farm animals that they can't keep I am sorry I was not much help If you like you could contact the animal shelter and they will be able to tell you more than I can
