My thoughts are the same as Luis. Best chance for an answer is to call and ask. I wouldn't think it would be a people though.
The staff there does ride a golf cart. I would think that you could also.
Not sure if you can. Been there a couple times and never seen people driving them. There is normal traffic, therefore I'm assuming there are probably rules about it. Calling the visitors center is probably your best option.
