I would say late afternoon as you look west from the viewing area
When the park first opens. It gets busier as the day continues. If there is no more parking available, you will be turned away.
There are very few parking spaces at the state park. I have seen cars turned away as early as 10 am on weekends. I suggest going as early as possible. It is true that there are spectacular views in the late afternoon, but you risk not finding a place to park. Also, the price to park seems to have risen to $6. Be sure to have cash on hand. Another great place for viewing nearby is Pretty Place, which is on the NC/SC border on the same road as the Girl Scouts camp.
If your hiking I would go earlier
I agree. The afternoon would be the best time to visit.
