I believe you can. They are open until 5 today they just don't take strays which have to go to one of the county shelters.
I don't know about dogs, I have rescued cats only. There is a fee to surrender the pet, and a form you need to fill out online. Go to their website and fill out the form. They require that it be filled by the same person who will drop off the animal. My suggestion is that you are the owner, since your sister gave you the responsibility, so write your name. After you have submitted the form online, call them to explain that you don't have much time and to let you drop off the pet quickly. It takes a while to get through on the phone, and have them return the message, so, at one point I decided to go to talk to them in person, but do the application online first since that is the first question they will ask you before any conversation. It is worth paying the fee to surrender the pet there since the care, attention and surroundings where they will be are better than in other places I looked into. BTW I never surrendered a pet of mine, but many neighbors have moved out leaving their pets
