Yes you can go into sams without a card and buy food, with or without a membership.

Sometimes they ask for it to go in.

They never ask for card and I have often gone in for pizza

I buy at Food Court at Costco so i assume u can at Sams but Costco food is way Superior to Sams....

You're not supposed to but I doubt they would stop you
