Why are there so many dogs on the boardwalk I thought there was no pets allowed I would like to bring mine but I follow the rules

Pets are not allowed at Jones Beach State Park but that doesn't stop some people. If you bring a pet in that is not a service animal (emotional support animals are also not allowed) you will be asked to remove the pet. Pets are allowed at Hempstead Lake State Park, Belmont Lake State Park and Heckscher State Park.

Yes, they don't allow pets on beach, I don't know about boardwalk.
