Is it a code enforcement issue when cars are parking on the sidewalk in front of a house with empty driveway? This makes persons have to walk in the street or very close to the street where traffic in passing.

Good luck with getting a straight answer from Code Enforcement. They don't know how to interpret the same laws they are supposed to enforce and why should they care to learn it anyways - especially with their superiors looking the other way too. They probably will pass the buck to another department, and then that department will pass the buck back and good luck getting a tie-breaker from the County Commissioner - they'll keep on talking in circles without providing a factually substantiated answer.
