It happened to me too. Go back let them know that you didn't get your ID yet. Then they will take your new picture send you a new one
Call the number on the back of your license and speak to someone about it. If you don't get through go to the CSC you applied for your ID and speak to a manager. Three months is too long to wait for your hard card...
You can call them up and ask for it.
