Please talk to the owner and let them know. The dog is having anxiety about being alone. You might suggest to the owner to leave a tv or radio on for the dog.
I would politely talk to the owner about it , secondly if that does not work talk to someone at the shelter. Explain to them you talked to owner, but northey did nothing.
