I think it means pavilion 10. Maybe that is a part of Core Creek Park?

Yes. Pavilion 10. The only way you can't use a pavilion is if it has a paper stapled to a pole next to it saying it was reserved. That means somebody paid to hold that Pavilion for a group

yes it is part of core creek there is a couple pavilion's that you can rent so it probably is # 10
